本次讲座围绕科研数据管理机制创新与实践，重点探讨数据权属、价格制定及收益分配。数据权属上，明确数据财产权的三权分置，区分数据持有权、使用权、经营权等。价格制定包含成本法、收益法、市场法及期权定价思路。公共数据采用两级定价，还可借特征价格模型考量数据多属性定价。收益分配方面，公共数据授权运营涉及财政补贴、增值收入问题，以及建立数源单位、主管部门、运营主体等的利益补偿与返还机制。 This seminar focuses on innovations and practices in research data management mechanisms, with particular attention to data ownership, pricing, and benefit distribution. In terms of ownership, it clarifies the separation of three property rights of data assets, distinguishing between data holding rights, usage rights, and operational rights. Pricing approaches include the cost method, income method, market method, and option pricing framework. For public data, a two-tier pricing model is applied, and multi-attribute pricing can also be considered through a hedonic pricing model. Regarding benefit distribution, public data licensing and operation involve issues such as fiscal subsidies and value-added income, as well as the establishment of mechanisms for benefit compensation and returns among data origin units, supervisory authorities, and operating entities.

汤珂，清华大学社科学院经济学研究所教授、至善书院院长，北京雁栖湖应用数学研究院研究员，国家数据专家咨询委员会委员。主要研究方向为数据要素、数字经济和商品市场。在Journal of Finance、Review of Financial Studies、Management Science、PNAS、《中国社会科学》、《经济研究》等杂志上发表多篇论文。目前担任国际期刊Quantitative Finance的执行编辑以及《管理科学学报》的领域编辑。研究成果得到美国期货管理委员会、联合国商品报告以及多家媒体的报道, 入选2020-2024年爱思唯尔中国高被引学者。
